He has more than 50 years of experience in the construction industry. Licensed Engineer and awarded as Distinguished Engineer by the CIAPR-Aguadilla Chapter in 2004. BS in Civil Engineering from the University of Puerto Rico.

He has over 10 years of construction experience with an emphasis on highways, bridges and airports. Licensed engineer and member of the Board of Directors of the Association of General Contractors, Chapter of Puerto Rico. MS in Civil Engineering from MIT and BS in Civil Engineering from the Polytechnic University of Puerto Rico.
